Hey, I must have been too tired on my last post. I meant to link you to Inkscape for drawing things. I use Gimp to touch stuff up after I have drawn it in Inkscape; that info I gave you is for Inkscape too. Anyway, it's a great tool.

You shouldn't need a tablet. I used to use one but I found that Inkscape gives you smooth lines anyway, with some tweaking to the nodes (double click a line to see them).

Hey man, thanks for liking my work. I see that you used Photoshop to make a manga/cartoon style drawing. Photoshop is a great tool but I think for drawings like that you might be better off trying The Gimp (its a free program that does vectors). I can give you some tips with that tool, but it is pretty easy to use. Best of luck!

That's okay, everyone starts somewhere. So you can get Gimp at [link]

If you draw something in pencil, then want to color/edit in Gimp, you can do that. Just go File-Import and import the scanned version of your image. You should get some practice with the 'Draw freehand line' tool; it can make colored shapes that are easy to adjust (double click them to tweak the shape). It can also make lines, but you need to go to select 'Shape -- Ellipse' or something like that. Gimp will smooth out mouse movements so it doesn't end up sloppy looking. The paint bucket can fill in spaces with a colored shape, but to make sure that your lines don't get covered up, click the shape then hit Page Down until it is under the lines you draw. One thing to keep in mind with Gimp is that you can't easily erase parts of a line/shape (that's why you can click objects and adjust their nodes instead).
